Congresswoman Alma Adams (NC-12) will join the Committee on Small Business Subcommittee on Investigations, Oversight, and Regulations for a hearing titled, “Lost Opportunities? SBA’s Engagement with Historically Black Colleges and Universities.”
The hearing was requested by Congresswoman Adams after she commissioned a report from the Government Accountability Office (GAO) to examine whether Historically Black Colleges and Universities (HBCUs) are receiving adequate support from the Small Business Administration (SBA) to help students become successful entrepreneurs.
The report found that despite decades of White House Executive Orders promoting engagement with HBCUs, strengthening HBCU participation in federal programs, and directing federal agencies to identify priorities for working with HBCUs, there has been no specific HBCU outreach at the SBA. In fact, only 18 out of 101 HBCUs are part of the Small Business Development Centers (SBDC) network. Of the 63 institutions that serve as lead centers in the SBDC network, only two are HBCUs.
