The incumbent is responsible for the daily program planning, future planning and administration of the PP& Bat the OVAMC. He/she has delegated authority to make procedural changes, decisions, workload assignments and commitments within the section. He/she establishes operating guidelines, assigns work requirements, ensures adequate coverage/staffing is available, coordinates activities, maintains workflow, ensures consistency in system operations and resolves complex technical work issues not covered by established policies and/or VHA directives. The incumbent seeks to resolve differences between administrative personnel and clinical staff in a professional, consistent manner. The Chief, PP&B has operational oversight of Enrollment & Eligibility; Beneficiary Travel; and Veterans Transportation (HAS) staff for the Orlando VA Healthcare System (OVAHCS).
The work involves gathering information, identifying and analyzing issues, and developing recommendations to resolve substantive problems of effectiveness and efficiency of work operations in a program or program support setting. Work requires the application of qualitative and quantitative analytical techniques that frequently require modification to fit a wider range of variables. Subjects and projects assigned usually consist of issues, problems, or concepts that are not always susceptible to direct observation and analysis. Difficulty is encountered in measuring effectiveness and productivity due to variations in the nature of administrative processes studied. The incumbent must have the ability to communicate orally with individuals and groups in order to conduct meetings, coordinate changes in procedures with other services and sections, and explain policies and procedures. He/she, on behalf of management, has discussions with public officials, such as the Veterans Service Officers, congressional liaison, etc. to resolve problems and to obtain information needed to established station policies which will be in compliance with state, county and municipal requirements.
