Work that matters. The Maryland Department of Housing and Community Development (DHCD) is a national leader in community development and affordable housing. The Division of Neighborhood Revitalization seeks a highly organized, customer oriented, self-motivated, Team Director, with knowledge of trends in areas related to the delivery of services to low and moderate income populations.

This Director position will lead a team that manages statewide federal and state funded grant programs. The position will develop and implement program policies and will work closely with key officials. Selected applicant will be a highly organized, customer oriented, self- motivated, team leader, with knowledge of laws, regulations and current practices in the areas related to the delivery of services to low and moderate income populations seeking to move to self-sufficiency and to homeless and potentially homeless populations. Knowledge of issues relating to foreclosure is also required.

LOCATION OF POSITION

7800 Harkins Rd Lanham, MD 20706.

This position will work out of the Headquarters Office in Prince George's County located approximately ½ mile from the New Carrollton Metro stop

POSITION DUTIES

This position manages a suite of multimillion-dollar state and federal programs dedicated to community services and economic development for vulnerable households throughout the state.These state programs are used in tandem with other Departmental resources as well as other state and federal programs. Program funding is provided to local governments, municipalities, and nonprofit organizations. This position supervises staff, directs the management of grants, loans, projects, and services to local governments and nonprofit organizations, and ensures compliance with regulations, policy, laws, and standards to achieve neighborhood revitalization and assistance to vulnerable households. Specifically, responsible for Community Services Block Grant, Emergency Solutions Grants, Maryland Housing Counseling Fund, Neighborhood Housing Services, Point In Time Count, Balance of State Continuum of Care, Youth Count program, and the Maryland Interagency Council on Homelessness. Additionally, this position may be responsible for temporary Federal or State programs related to national or local emergencies. In Fiscal Year 2022, regular and temporary funding totaled approximately $425 million.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university.

Experience: Five years of experience administering or implementing federal and state grant programs that serve vulnerable populations and three years in a supervisory capacity.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience administering grant programs to nonprofit organizations, governments and or local jurisdictions
  • Knowledge of and experience with issues relating to poverty, homelessness, self- sufficiency, and foreclosure prevention/mitigation programs
  • One year of experience making presentations, working with community stakeholders, and facilitating community engagement

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
