MNsure CEO
**This is an unclassified position which means the incumbent serves at the discretion of the MNsure Board of Directors and does not attain permanent status.**

This is an opportunity to provide executive leadership to a dynamic and evolving area of health care access, health insurance policy and operations. The job offers a great opportunity to work with Minnesota's health insurance advocates, build relationships with industry leaders and communicate with a broad group of stakeholders. MNsure is located in downtown St. Paul near public transportation. 

MNsure is Minnesota’s health insurance exchange/marketplace where individuals, families and small business can shop, compare and choose health insurance coverage that meets their needs. Through the MNsure exchange, financial help is available to lower the cost of monthly insurance premium and out of pocket costs for eligible persons. The Executive Director reports to the MNsure Board of Directors and acts as Chief Executive Officer (CEO), responsible for all operations. The CEO leads and works closely with MNsure staff and MNsure Board of Directors to set and execute the operations of MNsure. This position will set strategic priorities for MNsure and ensure successful implementation.

Responsibilities include:

Work with the Board of Directors to develop strategic direction for MNsure.
Serve as the CEO of MNsure and represent MNsure to the public, legislators, Governor’s Office and other key stakeholders.
Advise and effectively recommend action to the MNsure Board on key policy and operational issues.
Ensure effective and efficient operation of all programs and operations.
Develop and recommend an annual budget and three year budget plan to the MNsure board.
Ensure that operations, programs, and activities are managed within the budget approved by the MNsure board.
Build and manage relationships with the Governor and the Legislature essential to advancing the success of MNsure.
Build and maintain strong collaborative partnerships with the Department of Human Services, MN.IT, counties, navigators and brokers.
Build and manage relationships with health plans offering qualified health plans through MNsure.
Build and manage relationships with navigators and brokers necessary to allow Minnesotans to obtain health insurance that is affordable to them and best meets their needs.
Build and manage external relationships essential to advancing the success of MNsure.
Assure compliance with all legal and regulatory requirements.
Provide a proactive and engaging presence for MNsure in representing its mission and programs at national, state and local levels.
Create and maintain an effective customer service orientation in all services and functions.
Ensure comprehensive public relations and consumer outreach strategies.
Qualifications & Requirements
Proven leadership experience in health care and/or the health insurance industry or health care/insurance operations and/or policy.
Strong management, interpersonal skills and commitment to fostering a team environment.
Experience demonstrating creative policy-making and problem-solving skills with a record of success.
Strong public speaking and writing skills.
Ability to work in a fast-paced environment and manage multiple and complex priorities.
Comfortable and effective in working with diverse groups of individuals and ability to successfully manage the dynamic and differing needs, interests and viewpoints of multiple stakeholders.
Proven strong public speaking and writing skills with the ability to convey complex information and facilitate consensus in a positive and cooperative manner to achieve objectives.
Demonstrated understanding of the media, government and politics.
Experience with or knowledge of financial and management information systems sufficient to manage and lead an organization deriving revenues from both state appropriations and business enterprises.
