- Create engaging and instructionally sound curriculas.
- Develop instruction design plans and analyze learning problems.
- Develop learning maps and perform learning analysis.
- Deploy instructional material by developing, reviewing, and revising instructional guidelines and material for courses.
- Develop new ideas and techniques.
- Plan, direct, and design evaluation and quality control tools to measure the effectiveness of training program concepts or techniques.
- Prepare formal reports recommending modifications or changes to courses and to FBI policies relating to the training program.
- Provide authoritative leadership and management advice and direction.

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor’s or higher degree that included a major field of study or specific course requirements.
Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written an performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.
In addition to meeting the Basic Education Requirement, the selectee must meet the following Specialized Experience.
Specialized Experience (SE):
GS-14 Applicant must possess at least one (1) year of specialized experience equivalent to the GS-13 grade level. SE is defined as follows:
- Knowledge of concepts, principles, and methods of training curricula's relating to instructional design, adult education, and training guidelines and regulations relative to Bureau-wide requirements.
- Knowledge of management techniques and administrative policies and regulations applicable to FBI training programs.
- Experience in reviewing, analyzing, and evaluating courses, and assessing the training effectiveness through accomplishments and deficiences.
- Knowledge of training programs goals, policies, rules and regulations governing the administration of educational programs.
- Skill communicating verbally and in writing, preparing training material and policy directives.

What to Expect Next

- The FBI is in the Executive Branch of the federal government. It is one of the components of the Department of Justice (DOJ). The FBI is the principle investigative arm of the DOJ. All FBI positions are in the excepted service.
