Unit Mission Statement and Position Description

The mission of the Learning Systems Unit is to develop, manage, and provide operational support for the FBI's enterprise training system, the Virtual Academy, and to deliver information technology solutions in support of Training Division's business processes.

While many employees are only familiar with the Virtual Academy (VA) for its delivery of annual mandatory training, the VA also supports all Academy classroom scheduling, dormitory scheduling, faculty management, training records management, and event management.  The system interfaces with human resource and financial systems and provides training data to a variety of other systems within the organization.  In addition to the Virtual Academy, the Learning Systems Unit (LSU) is involved in other IT systems supporting enterprise training as well as Academy operations.  LSU is involved in Academy wireless and cellular capabilities, tablet and mobile initiatives, and the procurement, development, and integration of software to meet training needs.

This position is one of two supervisory positions in the Learning Systems Unit and serves as the program manager for Operations. The position is focused primarily on Virtual Academy system operations but includes other Training Division systems and interfaces to other Bureau systems. This supervisor has variety of responsibilities across several IT disciplines. The person must be able to lead and manage technical teams performing server administration (cloud and traditional), database administration, application administration, and information system security.  Technical breadth in these areas along with technical depth in one or more of these areas is important.

The position also involves coordination with a variety of stakeholders at FBI Headquarters and at the FBI Academy, to include facilities, security, networking, desktop services, inventory, and enterprise licensing.  Strong leadership, collaboration, project management, and customer relationship skills are equally important for this position.  This is a challenging position but provides an excellent opportunity to work with many dedicated IT professionals across a broad spectrum of IT fields.  This position supports the training systems that undergird the development of the FBI’s most critical resource, its people.

Major Duties

  • Responsible for leading and managing the Operations Program of the Learning Systems Unit, which includes server administration, security operations, database administration, application administration, and customer service for FBI training systems (including the Virtual Academy) along with specific hardware and software management for the division.
  • Responsible for the supervision of 4 government positions and oversight of 14 contractor positions covering a wide variety of IT disciplines.
  • Responsible for leading highly technical teams in the development and implementation of complex and innovative IT solutions, troubleshooting and analysis of system and operational issues, and outstanding customer service.

Specialized Experience (SE):

GS-14:  Applicant must possess at least one (1) year of specialized experience equivalent to the GS-13 grade level. SE is defined as follows:

  • Project management skills that include planning, concept development, design, scheduling, installation/construction, and operations and maintenance of systems and facilities.
  • Supervisory and leadership skills, experience in decision making, developing and leading teams, delegating duties, providing effective communications, and achieving results.
  • Ability to manage and implement controls, policies and procedures to ensure compliance with database security
  • Experience resolving and improving enterprise-wide IT systems and services, including managing and accounting for program performance.
  • Experience serving as an IT project manager, including analyzing system requirements, identifying standards and/or requirements for infrastructure.

  • The FBI is in the Executive Branch of the federal government. It is one of the components of the Department of Justice (DOJ). The FBI is the principle investigative arm of the DOJ. All FBI positions are in the excepted service.
