Job Posting Title: Employee Assistance Counselor (Open to All U.S. Citizens) - Human Resources Division (HRD) and all 56 Field Offices.

As an Employee Assistance Counselor you will provide counseling and assistance services to employees in a Field Office or HQ Division, as directed by the Employee Assistance Program (EAP).  

The Federal Bureau of Investigation (FBI) is looking for Employee Assistance Counselor for the Human Resources Division (HRD) in Washington D.C and all 56 Field Offices.

Working Hours: Will vary depending on Division and Field Office’s needs.  This position MAY require evening and weekend work.

Salary
GS-11: $55,204 - $71,764

GS-12: $66,167 - $86,021

GS-13: $78,681-$102,288

NOTE: The salary listed above is the Base rate of pay for federal employees on the General Schedule (GS) pay scale.  A complete list of Pay Tables factoring in locality pay (based on the geographical area) can be found on OPM.gov. 

Full Performance Level: GS-13

A 20% recruitment incentive may be offered to eligible candidates and will require a 3-year service agreement.

Key Requirements

  • Must be a U.S. Citizen
  • Must be able to obtain a Top Secret Clearance
  • ALL applicants must verify completion of the basic education requirement by submitting a copy of college transcripts by the closing date of the vacancy announcement.
  • Current state clinical mental health independent practice license in psychology, social work,  psychiatrist, professional counseling or a clinical independent practice license from a closely allied mental health field with demonstrated substance abuse experience.

Major Duties

As an Employee Assistance Counselor you will:

GS-11:

  • Provide counseling and assistance services to employees as directed by the Employee Assistance Program.
  • Provide referral services to other treatment resources such as, psychiatrists, psychologists, marriage counselors, social workers, and career counselors.

GS-12 (In addition to the above):

  • Interview clients experiencing a wide range of problems characterized by feelings of distress, impaired work performance, health, finances, and/or social well-being issues.
  • Assist employees and supervisors resolve work related problems and monitors employees' progress to assist in long-term recovery efforts.

GS-13 (In addition to the above):

  • Serve at HQ/Field Office as a clinical mental health professional in the EAP as assigned and as a technical advisor to executive management.
  • Provide training and guidance to Employee Assistance Program (EAP) Coordinators/Counselors.
  • Develop and delivers training on mental health and wellness topics.

Qualification Requirements

Applicants can qualify for GS level based on Specialized Experience (SE), Education, or a combination of both as outlined below.

Your application will be evaluated for Specialized Experience (SE) and/or Education, compared to your responses to the online assessment questionnaire, and will be used to determine whether you meet the qualification requirements for each GS level. If you meet all qualification requirements, and are deemed Competitive, you will be referred to respective hiring managers for further consideration. Self-assessment that is not supported by information in your resume, and/or supporting documents, will eliminate you from Competitive status.

Applicants must have a current state clinical mental health independent practice license in psychology, social work, psychiatrist, professional counseling or a clinical independent practice license from a closely allied mental health field with demonstrated substance abuse experience.

Specialized Experience (SE)
In order for you to qualify based on Specialized Experience (SE) alone, you must possess the SE below for the various GS levels. Please ensure all specialized experience can be identified in your resume.

GS-11: Applicant must possess at least one (1) year of SE equivalent to the GS-09 level, as defined below:

  • Experience working with employee assistance counseling program principles, concepts, and practices.
  • Experience advising management and health care providers on issues related to employee assistance counseling.

GS-12: In addition to the above, applicant must possess at least one (1) year of SE equivalent to the GS-11 level, as defined below:

  • Experience interpreting federal laws, regulations and directives governing operations of employee assistance counseling programs.
  • Experience providing short-term interventions and resources referral assistance to federal employees and their families seeking help with challenges related to mental health and/or substance abuse, emotional, gambling, marital, family relations, financial, work-related issues, stress, grief/loss or other personal problems.

GS-13: In addition to the above, applicant must possess at least one (1) year of SE equivalent to the GS-12 level, as defined below:

  • Experience providing diagnosing and treating a variety of psychological illnesses and personality disorders, dual diagnosis and maladaptive behaviors.
  • Experience providing educational material to the level and interests of the audience and experience leading lectures, training seminars, and discussion groups

Education may NOT be substituted for specialized experience.

Positive Education Requirement

This position has a specific education requirement, all applicants must verify completion of this basic educational requirement by submitting a copy of their college transcripts by the closing date of the vacancy.

EDUCATION

A.  A degree in behavioral science, or related discipline appropriate to the position

OR

B.  Combination of education and experience that has provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

C.  Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPTS TO DOCUMENT THAT YOU HAVE MET THE EDUCATION REQUIREMENT.  UNOFFICIAL TRANSCRIPTS WILL BE ACCEPTED IN THE APPLICATION; HOWEVER, OFFICIAL TRANSCRIPTS WILL BE REQUIRED PRIOR TO BEGINNING EMPLOYMENT.

YOU MUST SUBMIT A COPY OF YOUR CURRENT STATE CLINICAL MENTAL HEALTH INDEPENDENT PRACTICE LICENSE IN PSYCHOLOGY, SOCIAL WORK, PSYCHIATRIST, PROFESSIONAL COUNSELING OR A CLINICAL INDEPENDENT PRACTICE LICENSE FROM A CLOSELY ALLIED MENTAL HEALTH FIELD WITH DEMONSTRATED SUBSTANCE ABUSE EXPERIENCE.

Additional Information
•    The FBI is in the Executive Branch of the federal government. It is one of the components of the Department of Justice (DOJ). The FBI is the principle investigative arm of the DOJ. All FBI positions are in the excepted service.

•    Limited Movement: Policy has been implemented wherein support employees entering a position through a competitive OR non-competitive action may be precluded from moving to another position within the Bureau by means of reassignment or change to lower grade for a minimum of 12 months. This policy is waived for qualified personnel permanently assigned to Divisions identified to relocate to Huntsville, Alabama.
