Senior Director Environment of Care
Description
THE ROLE
The Regional Director of Environment of Care provides leadership, oversight and support to effectively execute the functions and activities of the support departments responsible for environment of care compliance within the region. These departments may include but are not limited to Facilities Engineering, EVS, Clinical Engineering, Safety, Security, Infection Prevention, Emergency Management. This Director will manage and coordinate the leaders of these departments across each ministry within their region to acknowledge and call upon the specialized expertise within the team for continuous improvement in standards, protocols and daily operations. They will promote and apply consistent models and approaches in order to reduce variation and reduce expenses. This Director will partner with other regions to share expertise and clear communication to apply consistent models and approaches in order to reduce variation and expenses across the system. The Director ensures that the assigned departments provide high quality services that are carried out in a uniform manner and in full compliance with all applicable regulatory standards across the region. This role is responsible for ensuring all departments within the region at each ministry are consistent with Providence Health and Services standards. Performs duties in a manner consistent with Providence Mission and Core Values.
ESSENTIAL FUNCTIONS

- Maintains confidentiality of all information related to patients, medical staff, employees, and as appropriate, other information.
- Demonstrates service excellence and positive interpersonal relations in dealing with others, including patients/families/members, employees, managers, medical staff, volunteers and community members, so that productivity and positive relations are maximized.
- Consistently demonstrates and incorporates principles of safety and infection control into daily activities as outlined in Environment of Care, Infection Control, and Exposure Control manuals and department safety policies/procedures. Consistently uses personal protective equipment as required and takes appropriate precautions whenever there is potential for contact with blood, body fluids, chemicals and/or other hazardous materials. Maintains knowledge of work-appropriate aspects of environment of care programs, complies with policies and reports unsafe conditions. Successfully completes Environment of Care HealthStream modules in the required timeframes and participates in fire drills and emergency exercises.
- Develops individual objectives consistent with the Providence Health System's annual review and performance program. Measures and reports on individual objectives quarterly.
- Assigned Region Responsibilities: Provides leadership, oversight, strategic direction, and support for the assigned regions hospitals and facilities for: Facilities Engineering, EVS, Clinical Engineering, Safety, Security, Infection Prevention, Emergency Management. Informs and educates facility management on system-wide vision, and performance goals.
- Assigned Region Responsibilities: Develops and maintains a relationship of trust with senior management of these assigned departments and services, and ministry senior leaders by:
- Developing and maintaining effective communications.
- Responding in a timely manner to issues and concerns of staff.
- Providing clear, accurate and timely information to senior leaders, department managers and staff.
- Supporting the free exchange of ideas/information, and implementation of best practices.
- Assigned Region Responsibilities: Maintains current knowledge of the latest regulatory requirements, accreditation standards and all environment of care criteria. Ensures compliance with Joint Commission standards and the Center Medicare - Medicaid Services (CMS) Conditions of Participation by leading and supervising the compliance management processes for related codes and regulatory agencies.
- Assigned Region Responsibilities: Connects regions leadership team with subject matter experts of emerging technologies, system initiatives, regulatory changes and all applicable standards and ensures timely and effective implementation. Directs the assigned departments and services around safety operational improvement processes and monitors results. Supports the PSJH processes to develop and implement strategies for quality and service improvements; and cost reductions. Reviews and analyzes organizational structure, work processes and initiates appropriate improvements activities as necessary. Shares innovative processes and best practices with RESO regional council.
- Assigned Region Responsibilities: Assess compliance with the Life Safety Code, completes the electronic Statement of Conditions (e-SOC) and manage the resolution of deficiencies.
- Assigned Region Responsibilities: Serves as assigned region fire marshal and enforces the fire and life safety codes at all assigned ministries and has overall responsibility directly or through appropriate designees for ensuring fire and life safety on the hospital campuses, and the reliability of all fire and life safety systems. Intervenes whenever environmental conditions immediately threaten life or health or threaten to damage equipment or buildings.
- Assigned Region Responsibilities: Directs the emergency response planning for the assigned region and supports the response to emergency events by providing advice and resources as necessary. Responds in person to emergency events that require the Regional Directors support or participation.
- Assigned Region Responsibilities: Directs the development of and monitors the operational expense and capital budgets for assigned region. Directs the group purchasing processes for service contracts and ensures appropriate participation of department leads consistent with Providence Health and Services standards and goals.
- Assigned Region Responsibilities: Directs the implementation of standardized management processes for assigned region including; policy and reporting document formats, information and data management, consistent with Providence Health and Services standards. Directs the introduction and supports ministry managers in the implementation of Providence Health and Services initiatives to standardize processes and reduce cost and monitors results.
- Assigned Region Responsibilities: Provides assigned region representation and input in the development and implementation of standardized system initiatives to ensure that issues unique the ministries and communities served are understood.
- Assigned Region Responsibilities: Actively participates in assigned region committees and councils. Chairs the regions HealthStream Environment of Care training program and works with the PSJH Organizational Development team to coordinate the standardized HealthStream Environment of Care.
- Assigned Region Responsibilities: Proactively works with community organizations and trade associations to help ensure the divisions employee makeup reflects the diversity of the local community.
- Assigned Region Responsibilities: Develops and delivers informational presentations on management processes regulatory compliance, system goals and objectives, status of assigned region ministries performance measures, and projects, etc. and speaks in front of small and large audiences as required.
- Manages and supports the assigned regions directors/managers including: hiring, performance evaluations, counseling, disciplinary action, developing resources, training, and advancement.
- Oversees the development and delivery of standardized training and education programs required to maintain the competency of direct reports.
- Leads the implementation of the Energy Management program for the assigned regions facilities in collaboration with the RESO Director of Facility Infrastructure to manage utility and energy expenses.
- Supports Ministry leaders and the RESO team on the development and implementation of the long-term capital budgets and facility re-investment programs for their region.
QUALIFICATIONS
- Bachelor's Degree in Industrial - Mechanical Engineering, Architecture or related field; or Journeymen Plant Operation Engineer; OR General Business or Hospital Administration; or equivalent educ/experience

- 10 or more years of experience as a senior leader of plant operations/maintenance and safety programs for health care facilities or other institutions with multiple campuses and facilities
- 7 years of work experience in the healthcare industry that includes:
- Developing and administrating utility/energy management programs with history of successful compliance management
- Negotiating and administrating union contracts
- Developing and administrating construction projects
- Supervising staff
- Experience working in a healthcare setting in one or more services directly related to Environment of Care
- Leadership, motivational, and team building skills that include demonstrated ability to manage a team remotely across a geographical area
- Effective verbal and written communication skills including formal presentations
- Political awareness and interpersonal relationship skills
- Organizational, strategic planning, and process improvement skills
- Project development and management skills
- Expert knowledge of:
- Federal, State, and Local codes and rules related Safety and Environmental Health Programs, and Facility Operations and Maintenance including local, state, regional and national regulations.
- Joint Commission Accreditation Standards, Center for Medicare-Medicaid Conditions of Participation
- Design and function of building assemblies, electrical, mechanical equipment and systems, including building controls, fire safety, and fire alarm systems.
- CDC requirements and ASHREA standards for minimizing risks of infection related to mechanical and plumbing systems
- Ability to establish priorities organize and coordinate work activities, and meet expectations in a constantly changing environment
- Ability to exercise sound judgment, problem solve, and make effective decisions
- Ability to establish and maintain effective relationships with senior executives, external regulatory agencies and labor organizations
- Ability to design proposals and presentations and able to present effectively to senior and executive leadership
- Strong knowledge of Human Resources principles and practices
- Proficient in the use of computers and word processing, spreadsheets, database, software and automated maintenance management programs
- Ability to analyze and interpret financial data
- Strong verbal communication and listening skills
- Ability to lead/manage others
