Job Description
Computer Operator
Use your experience in administrative work processes—or your bachelor’s degree (or higher) in any major—qualify for an entry-level Computer Operator employment opportunity in the IRS Taxpayer Services Division located in Bloomington, IL.

As a Computer Operator, your work will support IRS customer assistance and relationship and education-related activities within the Taxpayer Services Division.

Duties
• Activates, monitors, and controls job distribution and resource allocation for special processing requirements to link internal operating systems and utility programs with application programs, peripheral equipment, teleprocessing, and input/output channels.
• Monitors systems status and performance, observes and responds to system messages, and defines, isolates, and resolves a wide range of common equipment and operating problems, failures, and malfunctions. Assists in developing new or revised operating procedures.
• Runs and monitors test programs to identify problems or potential risks, such as memory overload. Corrects or adjusts priorities and workflow by reconfiguring equipment.

Qualifications
Federal experience is not required to qualify for any of the grade levels identified below. You will qualify for one of the following opportunities based on your specialized experience and/or education.

General Experience:
GS-4 Grade Level: You must have one year of general experience at a level of difficulty and responsibility equivalent to the GS-3 grade level in the federal service. General experience for this position includes:
• Progressively responsible clerical, office, or other work that indicates ability to acquire the competencies needed to perform the duties of the position to be filled. This may be paid or non-paid experience.
• OR Two years of education above the high school level (education may have been obtained in an accredited junior college, college, university, business, secretarial, or technical school).
• OR an equivalent amount of combined education and experience.

Specialized Experience:
GS-5 Grade Level: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-4 grade level in the federal service.
Specialized experience with:
• Operating functions primarily related to peripheral computer components, such as mail machines and printers
• Recording control totals for online output reports
• Preparing problem logs
• Following processing schedule and alerting of missing output listings
• Filing online controls and responding to inquiries related to controls and control totals.
o Examples of qualifying experience may have been gained in positions in the operation of a computer or peripheral device used in support of computer operations; computer-related occupations that involve programming, systems analysis, production control, scheduling, computer terminology, media and data flow, and preparing and/or interpreting program; and charting systems or other work requiring comparable knowledge of computer processing techniques.
Education Substitution for the GS-5 Grade Level:
• A bachelor’s degree or four (4) years of education above high school in any field of study from an accredited college or university.
• OR an equivalent amount of combined education and experience.

Specialized Experience: GS-6 Grade Level: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the federal service.
Specialized experience with:
• Standard, optional, and precedent rules and procedures to isolate and resolve common equipment and operating problems on multiprocessing\multiprogramming computer systems
• Operating systems configurations and equipment characteristics, utility software, and job control languages to activate, control, and detect errors and malfunctions.
o Examples of qualifying experience may have been gained in positions in the operation of a computer or peripheral device used in support of computer operations; computer-related occupations that involve programming, systems analysis, production control, scheduling, computer terminology, media and data flow, and preparing and/or interpreting program; and charting systems or other work requiring comparable knowledge of computer processing techniques.

Specialized Experience: GS-7 Grade Level: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-6 grade level in the federal service.
Specialized experience with:
• Standard, optional, and precedent rules and procedures to isolate and resolve common equipment and operating problems on multiprocessing\multiprogramming computer systems.
• Operating systems configurations and equipment characteristics, utility software, and job control languages to activate, control, monitor, and test processing of production workloads, and detect errors and malfunctions.
• Controlling job distribution and resource allocation for processing requirements to link internal operating systems and utility programs with application programs and peripheral equipment.
• Developing new or revising operating procedures.
o Examples of qualifying experience may have been gained in positions in the operation of a computer or peripheral device used in support of computer operations; computer-related occupations that involve programming, systems analysis, production control, scheduling, computer terminology, media and data flow, and preparing and/or interpreting program; and charting systems or other work requiring comparable knowledge of computer processing techniques.
For positions with an education requirement—or if you are qualifying for this position by substituting education or training for experience—submit a copy of your transcripts or equivalent. An official transcript will be required if you are selected.

A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

The salary range is $35,373–$49,025, depending on the grade level for which you qualify. Employees receive the full package of federal employment benefits, which includes health and insurance plans, a generous annual and sick leave program, and participation in the Thrift Savings Plan, which is a retirement plan similar to a traditional 401(k).
