HBCU Receive Funding From Congress, Not White House

Historically Black Colleges & Universities (HBCU) have received increased funding as hoped for but the money did not come from a White House push. The push was through Congress according to Congressional Black Caucus Chairman Cedric Richmond (D-LA).
